EdiSettings are used to check that when the report is run that the report has all the data (fields) it needs. It stops someone from running a report in situations where the report couldn't possibly work right and gives a meaningful reason why. EdiProperties are created by the person who created the report. They are saved in the plugin XML. There's an Edi Settings tab in the plugin editor.
